Convert BMP to SVG keeping every area (-> path) with unique color

The above is my conversation with various tools (for example online http://ift.tt/1yDwYYS or offline with [potrace])

However, I always get this unwanted result - cutting every other area which makes it unusable. I need every unique colored area to be a unique path (or later a polygon when it is GEOJSON).
