Stuck in Illustrator. Photoshop guy now learning Illustrator, and I can't get this final graphic

Ok, I've seen the light, love Illustrator, but totally stuck on this graphic. It would take me a minute in Photoshop, but can't get it to work in Illustrator. (love illustrator so far, after +10 years of PS, figure it's time to make the leap!)
