Recognition Plaque

I want to make a recognition plaque with colorful border- logo on top- and text.

The text has 4 blocks- each block in dift color. The back ground is like onyx.

I want it to look like engraving on real onyx.

The plaque size is 10" x 12".

What printer and ink I need ? Any particular kind of plastic ?
