Photoshop pencil tool in pixel art is not smooth precise


When I click onto the canvas with my pencil tool, it's not very precise. The only time the pixel will be lit up is when the mouse courser is directly over the pixel (with grid lines active).


How do I make it so that if my pencil tool is over some pixel that it lights up (colors in) the pixel that I am pointing to, even if my mouse courser is not predominantly over that one particular pixel?


Clarification: Imagine if you have a square, the square is divided into 4 parts. If you click in the middle with the cursor (of the square) nothing will really get lit up, even if the cursor is over only two pixels predominantly again nothing will get lit up, the center point of the cursor has to be totally over the pixel to light it up. That's what I am asking about, how do you change it so that it doesn't require such precision where literally the cursor has to be over the pixel.
