Problem in exporting to pdf in photoshop cs6

i need to export a label for printing and i have no contact with the printer nor will i. When i export a label to pdf via Adobe photoshop Cs6 i get nice and crisp text but there's an image that's so important and it renders in a bad resolution

but when i save it as tiff it renders fine but i need that pdf because i need the text to look crisp and clean so what can i do?

PDF settings:

• i saved it as a copy with no editing capabilities.


• using press quality (and tried high quality print too).


• with compression to jpeg and the image quality to high.


• in the output i set color conversion to no conversion.

and will that low resolution image affect the reader recognition for the qr code or not???
