Copy part of an image and paste into another one with GIMP on Mac

I want to copy a part of an image into another one. I select the rectangle tool, choose the area and press CMD + C. Then I switch to the next windows and press CMD + V.

Either I get the full image (instead of the part) or I get an empty floating layer. Is doing something simple in GIMP not possible?
