convert to timeline isnt giving me one frame to work with anymore?

so im making a gif and what i do is cut the video down in order to import it into frames into photoshop a little easier.

video > import > video frames to layers

edit time (if need be)

and its when i try to convert the frames to timeline that my photoshop starts acting up and it'll convert the frames as i need them to but not the individual layers.

i click the button in red and select the "convert to timeline"

not sure why the layers arent doing anything, any insight?

im operating from cs5 btw
