Which Adobe tool(s) is/are most suitable for developing a complete theme layout like this one?

On Movies & TV SE, a set of theme graphics, organized into nice, multi-media layouts and displays was presented to the community.

As a designer looking at this layout, interested in the art of branding, I believe that this specific diverse display of graphics is very beneficial to creating a quality brand that looks good across different medias, and in different orientations/situations.

Which Adobe tool(s) (software) is/are the best suited for creating this particular set of graphics, from start to finish? I ask this with the assumption that Adobe softwares are in fact specialized enough for a clear answer to be defined objectively, however I might be wrong, and the answer could be "it's a matter of opinion".
