Joint tool not working in Maya 2013

I am trying to insert joints to my character in Maya 2013 but joint tool is not working.

I select skeleton/joint tool but when i click on my character to insert joints, i see no response.

I checked on the Internet for a solution, i tried deleting the preferences folder but no success.

I can insert and connect joints in empty space but not into my character.

One more thing to note is that i tried to import my Maya file to Maya 2015 but still i cannot insert joints to my character.
