Unable to cut path on Illustrator - keeps redrawing path

I want to cut everything out within the rectangle. Like so:

I've tried cutting the image with the knife, divide, minus front, shape builder... and the path keeps redrawing to look like the image.

I need the path to stop redrawing around the rectangle to look something like this:
