Trouble Pasting Layer into Layer Mask

When I past a layer into a layer mask, the image looks transparent. When I right click on the layer mask and go to "Mask Options" it shows the opacity is at 50%, but when I put it to 100%, nothing happens. Any thoughts? In Photoshop CC.
