Replicate this image - size and quality

This is a 8bit png with 96dpi sized 4kb. I'm trying to replicate the same image from every perspective. i.e. view and size wise. I cannot find the exact style to apply.

It's a rounded corner rectangle with some kind of special stroke or touches. Also whenver I'm saving same sized image from fireworks my image size getting reduced to 400bytes.
